THE CRUX OF IT: You weren’t meant to notice
The U.S. has the highest rate of incarceration per population than anywhere else in the world. That qualifier anywhere was not at all misused. America is the leader in this area by a lot! Our numbers dwarf our so-called rivals/enemies figures by leaps and bounds.
The U.S. , according to the ICPR (Institute for Criminal Policy Research), has an incarcerated population of over 2.2 million while China comes in second with one million six hundred thousand and Russia lists only six hundred thousand. We out imprisoned Iran by a full two million people!

The numbers represented in the chart below come from the Federal Bureau of Prisons. Take note that so called “White Collar Crime” is easily one of the least prosecuted and sentenced crimes and drug offenses is highest by far. Yet those upper-class crimes topple whole countries and economies!
Statistics show that a large number of people are locked away for non-violent drug offenses and the ethnic makeup of those prisoners is telling.

Nationally, according to the U.S. Census, Blacks are incarcerated five times more than Whites are, and Hispanics are nearly twice as likely to be incarcerated as Whites.

Of course, some would argue in earnest that this is simply a reflection of genetic makeup and that it is to be expected.

Are people of color more criminal by nature even from the basest chromosome?
Highly unlikely.
Since that is actually highly unlikely, something else must therefore be the basis behind these stats…
I submit two probabilities.
The first being; inmates equal money- Period.
The second being slightly more subtly disguised in the form of our Country’s laws.
The Thirteenth Amendment has a clause in it that states the following:
Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2. Congress shall have power to enforce this article by appropriate legislation.
The lawful continuation of slavery in this country was knowingly written as a back-door / loop hole into our Constitution.
This is not fiction or a misprinted misrepresentation, this information is factual and not speculative.
Soooo… When people like Sen. Tom Cotton (R-Ark.) comments, as he did Thursday, that the country actually has an “under-incarceration problem”, should anyone really be taken aback? I would not think it to be far-fetched to assign an ulterior motive to legislators like (you’ll soon see the irony that is his name) Cotton. Even if he is unknowingly the facilitator of his donors intentions, he is a tool in the machine.
To certain people, this would simply be considered an obvious exercising of the legislation’s intent.
While Cotton makes his dubious case, 18 states plus the federal prison system were over capacity at the end of 2014. In Illinois, prisons had 20,000 more inmates than the facilities were designed to hold.
Equity and reform in our laws must be brought about.
